Alexandros Petersen writes:

Karabakh: The mountainous territory is an internationally recognized part of Azerbaijan, but has a majority ethnic-Armenian population."

The author addresses:

" This is especially the case after Armenian regular forces and militias, with their Russian supporters, cleansed the Karabakh territory and its seven surrounding Azerbaijani districts of ethnic Azeris during the most violent phase of the conflict in the early 1990s."

Mr. Petersen points out:

"The initial phase of the conflict resulted in over a million refugees and thus remains a neuralgic issue for the peoples of both countries."

The writer adds, "With no international peacekeepers in the conflict zone and a very limited number of observers, just one miscalculation could reignite a full-scale war.

Mr. Petersen writes:

"So, how is this a proxy war? Russian assistance is the main reason for Armenian control over Karabkh and its surrounding regions."

The author explains:

"This comes in the form of a treaty guaranteeing Russian defense of Armenia in case of conflict, which is compounded by a number of Collective Security Treaty Organization (CSTO) obligations that tie the two countries together, primarily ensuring that Russia could work closely with, and even command, Armenian regular forces."

The writer addresses:

"On the ground, this is underpinned by Russia’s major military base at Gyumri. The 102nd Military Base, leftover from Soviet times, keeps 5,000 troops armed with tanks, artillery, helicopters, MiG-29 aircraft and Iskender-M tactical ballistic missiles ready to support Armenian forces and to serve as a deterrent against any Azerbaijani plan to retake the territory."

The author explains:

"Remittances from abroad are crucial to Armenia’s economic welfare, and a major portion of these comes from Armenians working in Russia."

Mr. Petersen addresses:

"Given Moscow’s proclivity to deport foreign nationals for geopolitical reasons (as occurred with Georgians during the 2008 war), the fate of Armenian workers in Russia is a major source of leverage."

The author adds:

"Interestingly, Russia also sells arms to Azerbaijan and maintains cordial relations with Baku."

Alexandros Petersen writes:

" This is a telltale sign of the interesting balance that Moscow seeks to maintain in this conflict."

The author explains:

"By simmering along in a violent, but tolerable (for Russia) state, creating a gaping chasm of instability in the middle of the South Caucasus, Russia achieves a number of strategic aims without direct intervention:

it pressures Western-oriented and energy-rich Azerbaijan, ensuring that despite its growing independence of policy, Russia holds a hammer above its head; and it provides an important ace up Russia’s sleeve to menace European energy and transport projects, mostly oil and gas pipelines that snake from the Caspian Sea through Azerbaijan, Georgia and Turkey to the EU."

The writer points out:

"The simmering conflict serves the same purpose when it comes to U.S. and NATO supply lines – the so-called Northern Distribution Network (NDN) – to and from Afghanistan, and will continue to block Western plans for a “New Silk Road” through the region to bolster Afghanistan’s economy."

Mr. Petersen addresses:

"It is a potential geopolitical grenade to throw if greater instability suits Russia in the region, and the conflict provides a ready excuse for greater Russian military and diplomatic involvement should the international community seek greater security in the region."

Alexandros Petersen explains:

"Most of all, constant fighting keeps Armenia in a stranglehold."

"It ensured that Yerevan recently joined Moscow’s neo-Soviet Customs Union, that Armenia maintains a subordinate membership within the Collective Security Treaty Organization (CSTO), and that Armenia does not integrate further into the EU and NATO."

> Alexandros Petersen writes:

"The international co-chairs of this group, however, are the United States, France, and Russia, meaning that a party to the conflict and the major geopolitical impetus behind it is also officially recognized as a mediator."

The author explains:

"It is perhaps not surprising that the Minsk Group has achieved little in almost two decades."

Mr. Petersen addresses:

"For Russia, the Nagorno-Karabakh conflict is a low-cost, low-effort proxy war yielding geopolitical returns."

The author points out:

"The conflict helps Russia to indirectly pressure Azerbaijan, the EU, NATO, and the United States, as well as to maintain a hand in the economies and major infrastructure projects of the region."

According to Mr. Petersen:

"Russia’s security commitments to Armenia and capabilities in the region mean that Moscow may have to make good on its commitments at some point in the future, but for the moment, as the region suffers continuing instability, Russia gains continued clout amongst its neighbors."

The author writes:

"Most of all, Moscow holds the power to put a cork in the strategic bottleneck of the Caucasus between Russia and Iran, blocking Western access to Central Asia and Afghanistan."

Mr. Petersen addresses:

"What, if anything, can the United States and its allies do to ameliorate this dilemma?

"As Minsk Group co-chairs, the U.S. and France (representing the EU) can cease to play the polite diplomatic game that requires treating Russia as if it were an impartial mediator."

Alexandros Petersen points out:

"A public acknowledgment of Russia’s active role as a party to the conflict would not only clarify various interests involved, but also expose Moscow on the international stage in such a way as to potentially elicit a shift in its posture."

The author addresses:

"Were U.S. and European diplomats to publicly call out Russia on Nagorno-Karabakh, it may begin to tip the Kremlin’s cost-benefit calculus."

The writer explains:
"This should go hand-in-hand with a renewed effort towards holding comprehensive negotiations."

"The Obama administration is in fact very well suited to tackle the thorny Karabakh conflict."

Mr. Petersen writes:

"The current U.S. co-chair of the Minsk Group, Ambassador James Warlick, is one of the most senior diplomats to hold the position, and he brings extensive experience negotiating with Afghan leaders on security agreements."

The writer notes:

"Secretary of State John Kerry is intimately familiar with the ins and outs of the conflict, having as a Massachusetts senator represented one of the most powerful Armenian diaspora communities."

The author addresses:

"In his current role – as ought to be expected – he has shown that he can leave his legislative biases behind."

"But, importantly, he still holds the trust of Armenians: a crucial element to achieving a settlement."

Mr. Petersen explains:

"In the context of matters with Iran, Syria, the East China Sea, and the Israeli-Palestinian conflict, it would seem that Nagorno-Karabakh might not warrant high-level U.S. and/or European attention."

The author writes:

"However, as Western forces withdraw from Afghanistan, cease moving supplies through the NDN and generally begin a strategic retreat from the former Soviet space, Washington and Brussels will quickly be left without a strategy for engaging Eurasia."

Alexandros Petersen addresses:

"Vladimir Putin’s recent pugnacity in Ukraine and plans for a Eurasian Union are engendered, at least in part, by the perception of Western abandonment of the region."

The author explains:

"By grasping the nettle of the Karabakh conflict, Western powers can begin to reformulate their Eurasia policy, from one in which the region is simply a thoroughfare to Afghanistan, to one of understanding the region as warranting strategic attention for its own sake."

Pyotr Olegovich Tolstoy, the Vice Speaker of Russian Duma

"If a hair on the heads of our peacekeepers [the occupying troops] will be lost in Karabakh, incidents that Saakashvili did not dream of will take place there.
We did not take Tbilisi then, but this time everything will be worse.
Russia is able to protect itself and its friends."

What the Vice Speaker of Russian Duma Pyotr Olegovich Tolstoy said on 20 November 2020 and threatened Azerbaijan is the same kind of threat we learned rom Russian President Vladimir Putin the same day in a TV interview.

Russia is an aggressor.

Russia is an invader.

The Secretary General of the Council of Europe Maria Peychinovich-Burich spoke about this from the PACE rostrum."

Maria Peychinovich-Burich also noted :

"The danger of Russia escaping responsibility for its many crimes and non-recognition of the verdicts of international courts."

As a result, Strasbourg ordered the Kremlin to fully and flawlessly comply with the Minsk agreements, put an end to military intervention in Ukraine, stop supporting illegal armed groups in any form, and stop the annexation of Crimea, South Ossetia and Abkhazia.

The Federation was also called on to take concrete measures to address human rights and rule of law issues, including with regard to LGBT people.

PACE
13
February
2020

Vladimir Putin, Sergey Lavrov (Foreign Minister) and Sergei Shoigu (Defense Minister) deserve to receive the Noble Prize for Charlatanism, for crimes, for destructions, for occupying the territories of other nations.

Since Nov 10, 2020, the Russian soldiers (invaders) who occupied over 4000 sq km of the Azerbajani teritories in the Karabakh are not the peacekeepers rather invaders.

There is no mandate to the Russian Federation from the U.N.

The United Nations is not crazy to give Russia (an invader) which had occupied the territories of Georgia (Abkhasia and South Ossetia) in 2008, the Crima Peninsula of Ukraine in 2014 and the territoty of Moldova any mandate to occupy the Krabakh region of Azerbaijan and call the Russian invaders as the peacekeepers.

No signature of the president of Azerbaijan is valid to put his signature on the Putin's Dictat to allow the occupying troops to occupy the upper Karabakh.

Putin intimidated the Azerbaijani president.

Or Putin promissed the Azerbaijani president the guarantee for the continuation of his reign.

In Azerbaijan the signature of parliamentarians is must, although the majority of 120 parliamentarians have been selected with the Kremlin's oversight in the processing of the fake elections (with manipulations).

Russia has estimately 100,000 the fifth columns in Azerbaijan, especially in the Azerbaijani Army (among officers and generals who have the Russian educations and trainings) who work for the Russian interests.

Russia has imposed a Dictat to the Azerbaijani government to finace over 300 of the Russian schools in all Azerbaijani cities and villages.

Those Azerbaijani people who finish their educations in these Russian schools, in their certificates are registered that their first language is Russian language although they are the Azerbaijani citizens and they speak their first language their own mother labguage Azerbaijani.

Russia invades in all fronts in culture, in social, in econimic, in the Army and in the Azerbaijani parliaments and also into the brains and the decision-makings of those who work in the presidential administration.

Russia is the enemy of Azerbaijan.

The U.N. will not agree the Russian troops to occupy Azerbaijan with the fake mission.

Russia's propaganda for peacekeeping in Karabakh is a style of brainwashing. It is deception.

It is like to employ the wolf to supervise the hens.

The savage and brutality of the Russian invaders are well know.

It is rediculous that the Russian invaders to call themselves as the pescekeepers.

Since Nov 10, 2020 the Russian soldiers (invaders) are creating a Russia dependent vassal state within the Azerbaijani territiries.

Russia creates a military base within the occupied territories of Azerbaijan in the Karabakh region.

Russia is ready to distribute its Russian passports to the Armenian separatists in Azerbaijan in the Karabakh province.

Those who are the Armenian separatists in Azerbaijan will be the Russian citizens and they will have the Russian passports.

Are all these violations committed by Russia against Azerbaijan the peace mussion?

Russia is not for peace in Azerbaijan rather Russis is there to make pieaces from the Azerbaijani territory.

Since 1800 the Azerbaijani people experience the invasions of Russia either directly or by its vassal state Armenia.

Vladimir

Putin

And

Peace

"Never"

09 July 2021

Russian President Vladimir Putin like the former members of the politbureau in the Soviet Communist Party is misuing the terms "peace" and "peacekeeping".

The reality is:

1) Abkhasia in Georgia 2) South Ossetia in Georgia 3) Over 4000 sq km from the Azerbaijani territories in Nagorno Karabakh 4)Transnistria, the narrow strip between the river Dniester and the Ukraine in the Republic Moldova 5) The Crimea Peninsula in Ukraine

All these territories (except Moldova) have been occupied by the Russian armed forces under the Command of Vladimir Vladimirovich Putin.

Moldova was occupied in 1991 by Boris Yeltsin and Vladimir Putin continued this occupation.

Sergey Viktorovich Lavrov is the current Russian Foreign Minster (for a long time).

Sergey Lavrov (his real name was Sergey Kalantariyan or Kalantarov- his father was an Armenian) is a person extremley agsinst the Turks and the Azerbaijni people happend to be liked by Mr. Putin for their common plans in the politics.

In 1996 Sergey Lavrov represented President Boris Yeltsin's government (an extremley Alcoholic president) in the U.N.

Boris Yeltsin was tge evil Russian president who in the early 1990s had initiated a military coup against the Azerbaijani president Ebulfazl Elchibey who expelled Russian soldiers from the Azerbaijani territories.

President Boris Yeltsin was crazed when he ordered to bombarded the Russian Parliament in the early 1990s.

Mr. Yeltsin also had provided all kinds of helps (militarily, financially and propagandistic) to the Armenian armed forces to occupy the Azerbaojani Karabakh region in the early 1990s.

In 1996, Mr. Lavrov when he was working as the Representative of the Russian Federstion in the United Nations, masterfully, manipulated the concept of the peacekeeping troops.

That's why Vladimir Putin had chosen this Armenian man and had kept Mr. Lavrov (for many years) as his foreign minister.

Putin (as the former KGB agent) is a master of lies and deception.

President Putin chose Mr. Lavrov and they together manipulate everything they want including the peacekeeping missions.

Putin and Lavrov understand each other perfectly; they know how to get many pieces (not peace!) from any country they invade and occupy.

Putin and Lavrov get along when they plan to deploy the Russian troops to any country ( to invade).

Everybody knows Russia has occupied Georgia (Abkhasia, South Ossetia).

Everybody knows Russia since November 10, 2021 has occupied the territories of Azerbaijan (4000 sq km of the territories in the Karabakh region).

Everybody knows Russia since 1991 has occupied the territories of Moldova Transnistria the narrow strip between the river Dniester and the Ukraine).

Everybody knows Russia since 2014 has occupied the Crimea Peninsula in Ukraine.

Karabakh in Azerbaijan is under the occupation of the Russian forces, no matter what kinds of fabrications are used to call the Russian invaders as the peacekeepers!

These Russian troops have been trained to train the Armenian separatists and to supply all kinds of weapons to the Armenian separatists who expect from Russia receiving the Russian passports as the reward.

The Russian soldiers will not leave the Karabakh region. Why?

Because the Kremlin wants either to annex (this Azerbaijani territory) to Russia.

Or to keep Karabakh under the Russia's administration without annexation it as Russia did in Crimea.

Some politicians as well as many Russophils are deceving their own people as if the Russian troops are for peace [in their occupied territories] and they will leave there shortly!

Russian troops are in the Karabakh of Azerbaijan because the kremlin's Chief Vladimir Putin wants the military bases in Azerbaijan.

To have the military bases in the Karabakh region to monitor the military activities from Turkey as well as its military relations with NATO.

Peace for Mr.Putin means nothing but thinking of geopolitics and expansion for more Russian influences.

Question:

"A few days ago, Armenian separatist units in Karabakh fired on our positions in Agdam. The firing comes from areas controlled by Russian peacekeepers. Why do Russian peacekeepers, who are responsible for monitoring and ensuring the ceasefire in the region, turn a blind eye to such provocations, and what should we understand from this?

He stresses:

"The only solution is to disarm the Armenian separatists."

Mr. Shahinoglu addresses:

"We have no other choice."

"As long as the Russian military is there, ceasefire violations will continue."

This Azerbaijani expert explains:

What's worse is that the separatists can also target people who are carrying out reconstruction and rehabilitation work in the region."

Elkhan Shahinoglu (Azerbaijani political scientist) states:

"We are preparing to relocate our people there."

Mr. Shahinoglu points out:

"It is clear that separatists can pose a threat to those people as well."

He explains:

"We experienced this in the mid-1980s, and that's how separatism began."

Mr. Elkhan Shahinoglu describes:

"Armenians took up arms from Soviet bases, attacked Azerbaijani villages and occupied our lands."

Question:

Telegraf News:

Russia has again raised the issue of Azerbaijan's membership in the CSTO. What can be Baku's response to Moscow's request, what will such a step give us?<

Mr. Shahinoglu responds:

"A few days ago, the speaker of the Russian State Duma Vyacheslav Volodin said that a number of countries are interested in cooperation with the CSTO. Leonid Kalashnikov, head of the State Duma's Committee on Eurasian Integration, named two specific countries - Azerbaijan and Pakistan.

This political expert explains:

"Azerbaijani officials need to clarify the issue."

Mr. Shahinoglu states:<

"Personally, I am against Azerbaijan's accession to the CSTO as an observer."

He explains:

"The CSTO is an amorphous body created by Russia."

"Yes," says Mr. Shahinglu, "the CSTO did not and could not interfere in the war between Azerbaijan and Armenia, because the war was going on in Azerbaijan, the organization had no reason to defend Armenia."

Mr. Shahinoglu points out:

"On the other hand, with the exception of Russia and Armenia, other members of the organization unequivocally support the territorial integrity of Azerbaijan and attach importance to cooperation with Azerbaijan in the South Caucasus."
